

On the morning of Sunday, June 15, 2025, Oman Human Rights Commission will launch a series of workshops aimed at analyzing the current situation as part of the development of the National Human Rights Strategy in the Sultanate of Oman. The opening ceremony will be held under the patronage of His Excellency Dr. Abdullah bin Mohammed Al Saidi, Minister of Justice and Legal Affairs, and will be attended by a number of officials, experts, and representatives from more than 55 entities, including governmental and private institutions as well as civil society organizations. The event will take place in the main hall of the JW Marriott Hotel – Muscat.
These workshops are being organized as part of the Commission’s ongoing systematic efforts to develop the first comprehensive National Human Rights Strategy for the Sultanate of Oman. This initiative is based on Article (11) of the Commission’s System, issued by Royal Decree No. (57/2022), which mandates the Commission to formulate and oversee the implementation of the strategy in coordination with all relevant human rights stakeholders.
The program represents a key foundational phase toward shaping a strategic document grounded in an accurate and realistic understanding of the human rights landscape in Oman. The workshops aim to assess the legal, regulatory, and procedural dimensions across various human rights fields, identify key challenges and opportunities, and ensure that strategic goals are actionable and measurable in both the short and long term.
The Commission has made a point of involving all key actors in the national human rights arena, including official institutions, academia, the private sector, and civil society organizations, recognizing the importance of inclusive partnerships in shaping this strategy.
The workshops will run from June 15 to July 3, 2025, with participants divided into four working groups, each focusing on a cluster of fundamental rights. These include: civil and political rights; economic and social rights; environmental and cultural rights; and freedom of participation in public life. There will also be a dedicated theme on priority groups such as women, children, the elderly, and persons with disabilities.
The workshops have been designed using a methodology that enables an objective assessment of the current situation while also supporting the development of specific, measurable, and realistic goals tied to both qualitative and quantitative indicators.
These efforts align with the national direction set by Oman Vision 2040, with direct coordination established with the Vision’s Implementation Follow-Up Unit to ensure that the National Human Rights Strategy is harmonized with the country’s broader development plans. Furthermore, the strategy is aligned with the Basic Statute of the Country and the international conventions to which the Sultanate of Oman is a party.
