Omani Advisor Elected as Member of the Arab Charter on Human Rights Committee
Advisor Jamal bin Salim Al-Nabhani, Director of the Legislation Department at the Ministry of Justice and Legal Affairs, member of Oman Human Rights Commission, and Chairman of its Committee on Rights and Public Freedoms, has been elected as a member of the Arab Charter on Human Rights Committee affiliated with the League of Arab States, for a renewable term of four consecutive years.
 
Al-Nabhani’s election took place during a meeting of the State Parties to the Arab Charter on Human Rights, organized by the General Secretariat of the League of Arab States in Cairo, Egypt. The Meeting was held to elect four independent Arab experts to fill the vacant seats on the Committee, following the end of the terms of four of its previous members. Representatives of the State Parties to the Charter participated in the Meeting, and the election process was conducted under the direct supervision of the General Secretariat.
 
The Meeting resulted in the election of four new members: Advisor Jamal bin Salim Al-Nabhani from the Sultanate of Oman, Advisor Nawar Al-Mutawa from the Kingdom of Bahrain, Dr. Badr Al-Mutairi from the State of Kuwait, and Dr. Ghafoun Al-Yami from the Kingdom of Saudi Arabia.
 
The Arab Charter on Human Rights Committee is the first Arab treaty-based body concerned with monitoring and following up on the status of human rights and fundamental freedoms in the member states. The Committee is tasked with studying and discussing national reports submitted by State Parties regarding the implementation of the Charter’s provisions and issuing concluding observations and recommendations in that regard.
 
The Committee was established pursuant to Article 45 of the Arab Charter on Human Rights, which was adopted in May 2004 and entered into force in March 2008. It is composed of seven independent experts elected by secret ballot from among nominees of the State Parties. Members must be qualified, impartial, and experienced in the field of human rights and serve in their personal capacity.
 
It is worth noting that the Sultanate of Oman acceded to the Arab Charter on Human Rights pursuant to Royal Decree No. (16/2023).
