The Oman Human Rights Commission expresses its deep appreciation for the issuance of the Law on the Rights of Persons with Disabilities pursuant to Royal Decree No. (92/2025), considering it a qualitative milestone in advancing human rights in the Sultanate of Oman, particularly with regard to priority groups. The Law also reinforces the principles of human dignity, equality, and non-discrimination among all members of society.
The Commission believes that this Law is consistent with the provisions of the Basic Statute of the State and aligned with the Sultanate of Oman’s international obligations, foremost among them the Convention on the Rights of Persons with Disabilities, as well as with the best practices and standards adopted by United Nations bodies. The Commission commends the inclusion of practical measures that facilitate the enforcement of rights, such as the establishment of a National Register for Persons with Disabilities, the issuance of an official identification card, the obligation of relevant authorities to provide reasonable accommodation, sign language interpreters, and electronic services in Braille, as well as the requirement for universal design in buildings, roads, and public facilities. The law also allocates a specific employment quota for persons with disabilities in both the public and private sectors, in addition to granting exemptions, fee waivers, and financial incentives to institutions working in the field of disability.
Pursuant to its mandate under the decree governing its work, the Oman Human Rights Commission affirms that it will monitor the implementation of this law by the competent authorities and oversee compliance in providing care, rehabilitation, and inclusion services.
The Commission also reiterates its ongoing role in receiving reports and complaints regarding any violations or obstacles that hinder persons with disabilities from enjoying their rights.
The Commission will ensure that this legislative development is highlighted in its regional and international reports and engagements, particularly within the framework of United Nations mechanisms and the Universal Periodic Review. This reflects the Sultanate of Oman’s progress in fulfilling its human rights commitments and demonstrates the alignment of the new law with relevant international standards. The Commission further reaffirms its full readiness to cooperate with all government institutions, civil society organizations, and the private sector to implement the provisions of the law and translate them into tangible realities that facilitate the daily lives of persons with disabilities and promote their full and equal participation in society.
